Umm, no. The moon is a lifeless hunk of rock where the biggest challenge of exploring it is breaking out of our atmosphere (space is easy to explore, it is empty) The ocean on the other hand is teaming with millions of species and involves astronomical pressures which crush any but the most sophisticated and recent of vehicles. By no means is the ocean cheaper to explore.
